Current and former employees of the White House Security Office have reported to Chairman Waxman that there was a systemic failure at the White House to follow procedures for protecting classified information. According to the security officers, the White House regularly ignored security breaches, prevented security inspections of the West Wing, and condoned mismanagement of the White House Security Office.

Youth Activities, Substance Use, and Family Income

Based on SAMHSA’s 2005 National Survey on Drug Use and Health, 92.4% of youths aged 12 to 17 participated in one or more school-based, community-based, church or faith-based, or other such activities during the past year: 27.1% participated in one to three activities, 31.4% participated in four to six activities, and 33.9% participated in seven or more activities in the past year.

Youth in families of lower income were more likely not to participate in any school-based, community-based, church or faith-based or related activities; however, regardless of family income those youth who did participate had lower rates of cigarette, alcohol, or illicit drug use than those who did not participate in such activities.

The greater the number of activities, the lower the rates of past year use of cigarettes, alcohol, or illicit drugs among youth. For example, the rates of illicit drug use were 18.3% for youth who participated in no such activities, 11.9% for those with 1-3 activities, 9.4% for 4-6 activities, and 6.8% for 7 or more youth activities in the past year.

Fact Sheet: U.S. Geological Survey Ground-Water Climate Response Network

The primary purpose of the Climate Response Network is to portray the effect of climate on ground-water levels in unconfined aquifers or near-surface confined aquifers that are minimally affected by pumping or other anthropogenic stresses. The Climate Response Network Web site (http://groundwaterwatch.usgs.gov/) is the official USGS Web site for illustrating current ground-water conditions in the United States and Puerto Rico.

Leaders of groups representing communities downwind and downstream from U.S. nuclear weapons facilities today issued a “Radioactive Report Card” assigning low grades to the Bush Administration’s Department of Energy (DOE) bomb production and cleanup programs.

The Alliance for Nuclear Accountability (ANA) gave DOE an “F” in “Budget Priorities” and a “D” for “Environmental Compliance.” ANA did, however, award DOE a B+ for “Public Relations Rhetoric” commenting that “High-sounding promises about health, safety, environment and national security are not being fulfilled.”

Each ANA grade came with a recommendation for “improvement needed” by DOE, such as “Tell the truth. Obey the law. Deal honestly and openly with the public.”

Ten years after graduation, the pay gap widens.

School Engagement and Youth Who Run Away from Care: The Need for Cross-System Collaboration

In an effort to better understand individual and system factors that may impact the educational experiences and choices of youth in care, this paper presents the voices of a group of youth who ran away from their foster placements and the perspectives of adults who care for or work with these youth. Qualitative data from two earlier studies were re-analyzed in an effort to better understand the complex set of factors or systems–including individual, biological family and foster family experiences, and experiences within the larger child welfare and public education systems–that influence school engagement for youth in care, particularly youth who run away from their placements. Findings reveal missed opportunities in helping support the educational aspirations of a vulnerable group of youth–missed opportunities for foster parents and professionals, for the child welfare and education systems, and most importantly for the youth themselves. The adults need to overcome institutional impediments and secure appropriate support services and educational opportunities for the youth with whom they work. These supports and opportunities, coupled with highly motivated and committed adults, are key factors in increasing the likelihood that foster youth will have positive academic experiences and outcomes.

Teachers will support performance-pay plans that advance student achievement and the teaching profession, says a first-of-its-kind report written by a diverse group of expert teachers from across the United States. The new TeacherSolutions study proposes radical changes in the way teachers have traditionally been compensated, including:

  • Rewarding small teams of teachers who raise student achievement together;
  • Rewarding teachers who accept challenging assignments in high-needs schools and strengthen connections between school and community; and
  • Redesigning pay systems so that teacher success, not seniority or graduate degrees, determines maximum teacher pay.

U.S. R&D Increased 6.0% in 2006 According to NSF Projections

Current-dollar R&D conducted in the United States increased 6.0%, or $19.3 billion, in 2006 to a level of $342.9 billion, according to projections released by the National Science Foundation (NSF). In 2005, current-dollar R&D had increased 7.8%, or $23.5 billion, to $323.5 billion. Estimates for 2005 and 2006 are based on projections and survey data that are incomplete or subject to further revision.
