Current and former employees of the White House Security Office have reported to Chairman Waxman that there was a systemic failure at the White House to follow procedures for protecting classified information. According to the security officers, the White House regularly ignored security breaches, prevented security inspections of the West Wing, and condoned mismanagement of the White House Security Office.

The primary purpose of the Climate Response Network is to portray the effect of climate on ground-water levels in unconfined aquifers or near-surface confined aquifers that are minimally affected by pumping or other anthropogenic stresses. The Climate Response Network Web site (http://groundwaterwatch.usgs.gov/) is the official USGS Web site for illustrating current ground-water conditions in the United States and Puerto Rico.

Leaders of groups representing communities downwind and downstream from U.S. nuclear weapons facilities today issued a “Radioactive Report Card” assigning low grades to the Bush Administration’s Department of Energy (DOE) bomb production and cleanup programs.
The Alliance for Nuclear Accountability (ANA) gave DOE an “F” in “Budget Priorities” and a “D” for “Environmental Compliance.” ANA did, however, award DOE a B+ for “Public Relations Rhetoric” commenting that “High-sounding promises about health, safety, environment and national security are not being fulfilled.”
Each ANA grade came with a recommendation for “improvement needed” by DOE, such as “Tell the truth. Obey the law. Deal honestly and openly with the public.”

Teachers will support performance-pay plans that advance student achievement and the teaching profession, says a first-of-its-kind report written by a diverse group of expert teachers from across the United States. The new TeacherSolutions study proposes radical changes in the way teachers have traditionally been compensated, including:
- Rewarding small teams of teachers who raise student achievement together;
- Rewarding teachers who accept challenging assignments in high-needs schools and strengthen connections between school and community; and
- Redesigning pay systems so that teacher success, not seniority or graduate degrees, determines maximum teacher pay.

U.S. R&D Increased 6.0% in 2006 According to NSF Projections
Current-dollar R&D conducted in the United States increased 6.0%, or $19.3 billion, in 2006 to a level of $342.9 billion, according to projections released by the National Science Foundation (NSF). In 2005, current-dollar R&D had increased 7.8%, or $23.5 billion, to $323.5 billion. Estimates for 2005 and 2006 are based on projections and survey data that are incomplete or subject to further revision.
